I’m visiting Barcelona and will be making calls from landlines to cell phones using the card. I’m the only one who gets charged for the calls?

It depends on the person’s cell phone that you’re calling. If you’re calling someone with a cell phone in Spain, that person will not be charged, because in Europe cell phones are not charged for incoming calls. If you’re calling someone in the US with a cellphone, then that person will be charged regular airtime minutes, becuase in the US cell phones are charged by the minute, whether you are the one making the call or receiving it. This would get more complicated if the person you were calling in Spain was using an American cell phone (i.e. they were someone who lives in America but visiting Spain). Then I don’t know — that person would need to find out from their cell phone company what the charges are for making/receiving calls while out of the country.

Question by bjrenner2: what is the best phone card for international calling with the best connection plus clarity of call.?
I am looking for an international calling card to call to Kyrgyzstan and am looking for a card with a low rate but most important to me is the connection and clarity of the call. It does no good to have a low rate and not be able to be connected or you cannot hear the person when you make the call so please if someone knows of a card that is consistent please let me know. I have tried on line cards before and sometimes I could get through and could hear and most of the time I would have to try many times or wait till the next day and then I could not hear the person for the breaking up on the line. Thank you in advance for your suggestions.
